They said Tony made the call which kinda irked me bc kayfabe the EVP Bucks making the match a ladder match which they're better at when FTR is 2-1 in standard matches would be a good way to get them heat while also still giving us the hot match

Well the reasoning given was just the real life reasoning, Tony thought it'd be cool lmao He probably planned it from the start I'm assuming so idk why the tournament finals weren't always built to be a ladder, vacant belts is the best time
